Alaska-Canada Rail Link Study Project Manager Hired
WHITEHORSE - The project office that will manage the Alaska-Canada Rail Link study is now open for business in Whitehorse, Economic Development Minister Jim Kenyon announced today.
"This signals another step forward for the study to assess the feasibility of a rail link between Alaska, Yukon and Northern BC," Kenyon said.
The Whitehorse location is part of the terms of an agreement between the Yukon and Alaskan governments.
Kells Boland, a specialist in transportation logistics and planning, was hired to manage the study.
Boland is a principal of PROLOG Canada Inc., a management and economics consultancy specializing in Northern development projects and logistics.
He has more than 30 years of industry-based experience, including transport operations, market research and economic analysis.
Boland has managed a number of large-scale transportation projects and studies, including The Northern Territories Transportation Systems Study and The Alaska Gas Pipeline Transportation Impacts Study.
He led recent consultations into the Yukon's fuel supply options and the feasibility of a port authority at Skagway, and recently wrote Crossing Canada's Other Border, a paper on the proposed Canada-Alaska Rail Joint Commission.
Boland, who took on the project manager position last week, is now developing the project work plan.
